What Juvenile Justice Advocates Need to Know About Medicaid and Title IV-E

Part 1, Medicaid Basic: Tuesday, October 3rd at 1 p.m. Eastern Time

This teleconference will cover the basics about how Medicaid coverage applies to youth in the juvenile justice system. Speakers will include Alice Bussiere, Staff Attorney at the Youth Law Center; Alison Evans Cuellar, Assistant Professor in the Department of Healthy Policy and Management at the Mailman School of Public Health at Columbia University; and Chris Koyanagi, Policy Director for the Judge David L. Bazelon Center for Mental Health Law. In addition to giving an overview of Medicaid laws, our speakers will look at various model state laws and discuss issues of particular interest to juvenile justice advocates. Participants will also be able to pose questions to our speakers.

Part 2, Title IV-E Basics: Tuesday, October 10th at 1 p.m. Eastern Time

This teleconference will cover the basics about Title IV-E of the Social Security Act and how it applies to youth in the foster care and delinquency systems. Our guest speaker will be Mark Hardin, Director of the National Child Welfare Resource Center on Legal and Judicial Issues for the ABA Center on Children and the Law. Mr. Hardin will give an overview of Title IV-E, explain how to access Title IV-E funding for youth in the juvenile justice system, and the types of services such funding can cover. Participants will also be able to pose questions to Mr. Hardin.

Part 3, The Intersection of Medicaid & Title IV-E: Tuesday, October 17th at 1 p.m. Eastern Time

This teleconference will discuss how Medicaid and Title IV-E of the Social Security Act are applied at the ground level. It will cover practical implications for policy advocates and juvenile defenders and will address some of the concerns and difficulties confronted when advocates begin to seek such funds. Guest speakers will include Charity Eleson, Executive Director of Wisconsin Council on Children and Families; Robin Jenkins, Executive Director of Cumberland County CommuniCare, Inc. in North Carolina; Bruce Kamaradt, Director of Wraparound Milwaukee; and Robert Schwartz, Executive Director of the Juvenile Law Center. Participants will also be able to pose questions to our speakers.
